Q. Isn't it an A7?
A. The 2nd Bm chord in the verse feels like it ought to be an A7 chord
because of the A note that Nelson sings there. But listen to the bass line
in the recording and you will hear that it is actually a Bm chord.

If you need more proof, play along with the recording at the instrumental
break and substitute an A7 chord for the 2nd Bm chord, and it'll be clear as
a bell that the A7 chord doesn't really fit there. The 2nd Bm chord sets up
the D-D7-G-Gm progression.
